Minutes of the Annual Meeting of the Borough of Newtown Board of Burgesses on Tuesday, September 14, 2010 at Town Hall South, Newtown. ~Warden Gaston called the meeting to order at 7:37 p.m.

Present: ~Warden James Gaston, Senior Burgess Joan Crick, Second Senior Burgess Joseph Maher, Burgess Betsy Kenyon, Burgess Anthony Baiad, Clerk Ann Benore, Treasurer

Absent: ~~Zoning Officer Jean St. Jean, Tax Collector Jodie Enriquez

Warden Gaston stated that the purpose of this meeting is to hear and accept the annual reports.

Clerk Benore provided the annual reports for the following departments:  Building, Zoning, Engineering, Zoning Commission, Zoning Board of Appeals, Conservation, and Historic District Commission.  The Health Department’s report is going to be submitted as well.  

Burgess Baiad made a motion to waive the reading of the reports and accept the year-end reports, seconded by Burgess Walker and unanimously approved.

Warden Gaston highlighted a few of the events of the past 2009-2010 fiscal year.  He stated that it has been a productive year especially in the areas of sidewalks, trees, and Historic District signs.  He thanked all on the Board for their help this year and feels that the progress continues.   

Burgess Kenyon commended Warden Gaston on his outstanding leadership, the Board agreed.

There being no further business, Burgess Kenyon  made a motion to adjourn the Annual Meeting at 7:41 p.m., seconded by Burgess Walker and unanimously approved.

Minutes of the special meeting of the Borough of Newtown Board of Burgesses on Tuesday, September 14, 2010 at Town Hall South, Newtown.  Warden Gaston called the meeting to order at 7:42 p.m.

Present: ~Warden James Gaston, Senior Burgess Joan Crick, Second Senior Burgess Joseph Maher, Burgess Betsy Kenyon, Burgess Anthony Baiad, Clerk Ann Benore, Treasurer

Absent: ~~Zoning Officer Jean St. Jean, Tax Collector Jodie Enriquez

Burgess Kenyon made a motion to accept the August 10, 2010 meeting minutes, seconded by Burgess Baiad and unanimously approved.

CORRECTION TO AUGUST 10, 2010 MEETING MINUTES:  The treasurer’s report from August 10, 2010 should read “Treasurer Walker reported the following:  A deposit of $43,000.00 was made from Tax Collector Jodie Enriquez as of July 20, 2010.”

Public Participation: None.

Warden’s Report:  Warden Gaston reported that the next United Water meeting will be held on either October 4th or 5th in New Britain which may be the final meeting.  There are three possible options: 1) the United Water proposal, 2) the Brookfield proposal to extend water service from Brookfield Four Corners to the Greenridge community, or 3) back to beginning to start steps again including a diversion plan to study the Pootatuck.  Discussion followed.

Warden Gaston reported on the progress at Edmond Town Hall regarding the Borough Office’s move including the estimate for the carpet which is approximately $1,100.  He asked for volunteers to accompany him to see what was selected.  Senior Burgess Crick and Burgess Baiad offered to go with Warden Gaston to view the carpet.  

Warden Gaston also reported that he has tried to contact Bob Connor regarding the Burgess vacancy.  He has been unsuccessful in reaching him; therefore, he would like Board members to think of other possible candidates.  Discussion followed.

~~~~~Tree Warden:  Rob McCulloch reported that in the next couple of months a lot of trees will be coming down in the Borough.  He also reported that he is still reviewing the work that was done by Arbor Tree.  Warden Gaston asked that Mr. McCulloch provide an estimate of how many trees need to come down and the potential cost.  

~Tax Collector's Report: ~There was no report due to Tax Collector Jodie Enriquez’ absence.


Treasurer’s Report: ~Treasurer Walker reported the following.  A deposit of $105,000 was made from Tax Collector Enriquez making a total of $148,000 as of September 14, 2010. ~A transfer of $20,000.00 was made on September 14, 2010 to cover this month’s invoicing leaving a total of $280,161.44 to date. Capital Reserve is $1,893.50 as of August 31, 2010.

Burgess Kenyon made a motion to accept the Treasurer’s Report, seconded Burgess Baiad and unanimously approved.

Zoning Officer’s Report:  No report due to the absence of Zoning Officer St. Jean.

Historic District:  Burgess Kenyon reported that there are no applications at the moment.  Newtown Savings Bank is continuing work on their railing project.  The Historic District signs are done and paid for and need to be picked up.

Sidewalks:  Second Senior Burgess Maher reported that he has a phone call into Rob Connor regarding the Rohmer project which he would like to be realized by Halloween.  

Streets & Parks:  Second Senior Burgess Maher reported that we have the posts for the Historic District signs and is communicating with Jim Lapan regarding the definite location of the signs.  He would like to see this realized by Thanksgiving.  

Burgess Maher also reported on trees that need come down and/or be replaced.  There are three projects:  1) A tree needs to planted just north of Didier’s at 38 Main Street.  2) A large maple needs to come down at Bob Geckle’s (35 Queen Street) who would like to have the tree replaced.  3) A tree in front of Caraluzzi’s possibly needs to come down and be replaced.  Bob McCulloch reported that the Newtown Garden Club would also like to see a tree removed on the island at Queen Street and Glover Avenue.  The tree is beginning to overcrowd the plantings.  Warden Gaston questioned whether this project was a priority.  Bob McCulloch stated that he felt that the removal of other trees was more of a priority.  Discussion followed.

Old Business:  Warden Gaston reported that he is still editing the Borough flyer.  Senior Burgess Crick stated that we will try to use the photos from the old brochure.

Warden Gaston also reported that on September 22, 2010 there will be an Inland/Wetland hearing regarding the new firehouse.

New Business:  None.

Public Participation:  None.

The regular meeting of the Borough of Newtown Board of Burgesses will be held on Tuesday, October 12, 2010 at 7:30 p.m. in the Borough Office at Town Hall South.

There being no further business, Senior Burgess Crick made a motion to adjourn the meeting at 8:33 p.m., seconded by Burgess Baiad and unanimously approved.
